Carl Adams is a strategic workforce and public-sector executive with more than 20 years of leadership experience overseeing federally funded workforce development systems operating within WIOA-aligned performance frameworks. He has led complex, high-accountability organizations through operational stabilization, compliance oversight, performance improvement, and enterprise workforce initiatives supporting operations ranging from $60M to more than $100M.

Throughout his career, Carl has served in progressively senior leadership roles across multi-site workforce development operations, including Center Director, Deputy Center Director, and Education & Training Director. His experience includes executive oversight of compliance monitoring, corrective action implementation, audit readiness, stakeholder coordination, program evaluation, and enterprise operational governance. He is recognized for improving institutional performance through data-informed operational strategies, strengthening compliance posture, and aligning stakeholders around measurable workforce outcomes.

Carl has also held workforce governance appointments in New Mexico, serving as Youth Council Chair for a Local Workforce Development Board and as a gubernatorial appointee to the State Workforce Development Board, contributing to workforce policy oversight, funding alignment, and strategic workforce planning initiatives. He holds a Master of Science in Information Systems from Minot State University and a Bachelor of Science in Business.
